HOPE II is a U.S. law that affords preferential treatment in the form of duty-free access for imports of apparel and certain other goods from Haiti into the United States. This legislation aims to promote progress towards a market-based economy, increasing employment, enhancing the rule of law, eliminating barriers to U.S. trade, combating corruption and protecting internationally recognized human and worker rights. For a producer to remain eligible for this preferential treatment, it must comply with “core labour standards” and with the labour laws of Haiti that directly relate to and are consistent with the core labour standards.
In its fourteen years of operations, the programme has made important strides in improving working conditions and industrial relations in Haiti’s garment industry despite the complex operational context.
The learning part of our process takes place through advisory factory visits, training and industry seminars.
Our innovative training courses for factory representatives support and reinforce the advisory work through detailed instruction on how to tackle problem areas and improve workplace relations.
Examples of this include training on managing health and safety in the workplace, enabling worker and management representatives to diagnose and improve their own grievance mechanisms, and educating supervisors on how to manage workers and training on setting up proper human resources systems, just to name a few.

Sound Human Resource Management (HRM) is essential for a productive and compliant factory. The investment of human and financial resource is crucial for a motivated and productive workforce. This training is designed to provide participants with an in depth knowledge of highly functioning HR systems.
Bipartite Training Participants on this course will have a better understanding of industrial relations and the ways in which rights to freedom of association and collective bargaining can operate in practice at the workplace. They can also be able to identify good practices that they can use to prevent and resolve workplace disputes and come to common understandings. Participants can also be able to understand appropriate channels through which to discuss and resolve issues at workplace level.
This training course draws upon commonly identified difficulties with the Labour Law and provides practical guidance and tools for factories to better apply the law. Key topics covered include contracts, working hours, and payments, together with guidance on new decrees and circulars and what they mean for garment businesses.
This course will help factories to boost the confidence and effectiveness of middle managers though practical instruction and guidance both for their own personal development and for their role as mentors and managers. Areas covered include management styles and techniques, effective communication in a managerial position, coaching skills, and managing conflict.

Through this course, participants will improve their understanding of different approaches to IR-centred negotiation and more effective management of workplace relations. Participants will gain context- specific negotiation skills that can be applied in their factory, as well as practical guidance on managing conflicts and disputes for improved industrial harmony.
Nutrition
Good Occupational Health & Safety (OSH) is good for business. This course builds awareness of OSH as an integral part of factory management. Focusing on a preventative approach to OSH including risk mapping, it guides participants to spot hazards, meet national and international standards and the understand the role of the OSH committee.

Prevention of Gender-based Violence
This training provides an overview of global supply chain dynamics, sourcing modules and procurement, and highlights the impact of purchasing practices at each stage of the process.
This specially designed course aims to help participants to recognise there are different forms of sexual harassment in the workplace, understand why sexual harassment is prevalent in garment factories, its impacts on the working environment and especially the factory’s productivity. Taking the training also helps participants to develop strategies to address and prevent sexual harassment, steps to deal with cases of sexual harassment at factories.
SST has been proven to increase the productivity of lines supervised by trained female supervisors, as it reduces the time needed to reach production targets, resulting in a 22 % increase in productivity.

This training is for supervisors who have completed BFC’s supervisory skills training. Participants acquire the skills to deliver SST training in factories. This will give factories the opportunity to have their own in house trainers for current and future supervisors.

This training provides an overview of ways in which workplace cooperation can be established in factories, including developing internal dispute resolution mechanisms to address and find a solution to grievances.
The Better Work enterprise assessments create a framework for assessing compliance with core international labour standards and national labour law. The assessment also allows enterprises to track the impact of improvement activities on quality and productivity on an optional basis.
We provide a comprehensive assessment to determine each factory’s overall progress on meeting international labour standards and national labour laws. Assessment findings are coupled with the factory’s own diagnosis of problems to provide a fair and well-rounded picture of success, demonstrated progress and areas for continued improvement.
