Better Work Enterprise Advisors use the CAT to evaluate factories on their compliance with core international labour standards and national labour laws.

Areas Covered:

• Core International Labour Standards: Based on ten core ILO conventions covering Child Labour, Discrimination, Forced Labour, Freedom of Association and Collective Bargaining, and Occupational Safety and Health (OSH).
• National Labour Laws: Focused on Compensation, Contracts/HR, and Working Time. Where local laws are vague, Better Work applies benchmarks based on international best practices. If national law conflicts with core standards, factories are assessed against the ILO Core Conventions.

Structure (3 Levels):

1. Clusters: Broad categories (five for core standards, three for working conditions).
2. Compliance Points: Specific focus areas within each cluster.
3. Questions: Locally tailored questions addressing national requirements.

Assessment Cycle: Assessments are conducted annually to guide factory improvement plans. Detailed findings go to factory owners (who can share them with buyers), and aggregate data is published in national compliance synthesis reports.
