Raquel Scarpari joined Better Work at International Finance Corporation (IFC) in 2020, where she supports overall program management and leads the design and delivery of initiatives that help businesses strengthen social outcomes across their operations and supply chains. She also contributes to strategy development, engagement with partners, and analytical work aimed at strengthening program impact and supporting evidence-based interventions. Her work advances skills development, leadership, gender equality, and improved working conditions. She has led training initiatives, including the ILO–IFC “Gender Equality and Returns” (GEAR) program in Sri Lanka, and has supported the expansion of advisory and training programs into new industries and countries.
Prior to joining IFC, Raquel worked with multilateral institutions and consulting firms on gender, employment, social protection, and digital inclusion. She held roles at the World Bank, the Inter-American Development Bank (IADB), and in the private sector in Brazil. Raquel holds a BA in International Relations from the University of São Paulo, a Master in Public Policy from the Brandeis University, and pursued a Masters in Applied Economics at the University of Maryland.
