Better Factories Cambodia’s (BFC) 35th Annual Report presents compliance data for assessments conducted in 464 factories in Cambodia during the period 1 May 2017 to 30 June 2018. It presents a snapshot of non-compliance rates in a range of areas linked to working conditions and fundamental rights at work. It also provides a short analysis of the correlation between the quality of Occupational Safety and Health (OSH) management systems and levels of non-compliance on legal OSH requirements. In addition, the report also presents data on BFC’s transparent reporting initiative.
Assessment results from factories covered in this report are largely consistent with the findings of previous reports, with non-compliance most heavily concentrated in the working conditions clusters, particularly Occupational Safety and Health and Contracts and Human Resources. It should be noted that this is not necessarily specific for Cambodia, but can be seen in many garment factories around the world. In terms of core labour standards, issues around freedom of association and particularly management interference are the leading compliance challenges for factories.
