Background
Since 2001, Better Factories Cambodia has joined with workers, employers and government to improve working conditions and boost the competitiveness of the garment industry. Originally, the project was linked to an innovative trade agreement between the Royal Government of Cambodia (RGC) with the United States that provided market access in return for improving working conditions in the garment sector. After the expiration of the trade agreement in 2004, the Cambodian Government, together with unions and employers, requested the ILO to continue with the implementation of the programme.
As its longest running programme, Better Factories Cambodia (BFC) is in many ways the driving force behind Better Work and has inspired the establishment of the programme in nine other countries. Central elements of the programme’s approach began in Cambodia: from cultivating social dialogue through worker-management committees, to offering factories tailored advisory services to help them solve their own labour rights’ challenges or using public reporting to spur improvements in factory working conditions and workplace environment across the industry. The programme currently covers over 550 factories and has close collaboration with over 200 of those factories where it helps systems of social dialogue to help solve workplace issues.
Job description
The objective of this assignment is to produce a series of creative and engaging videos that stimulate conversation/interest in the garment industry in Cambodia, especially on responsible digital wages, highlighting a success story of wage digitalization transition and showcasing the positive impact of digital wages for workers, enterprise, and the supply chain. The videos will be shared with relevant stakeholders and will be made public for a wider Cambodian and international audience.
This work would be carried out between 20 August and 31 October 2022.
Under the supervision of BFC, the consultant/firm will be responsible for the following:
Deliverable 1: Produce one (1) story video on “Successful transition to responsible digital wage payments of a factory”
Produce a creative (5 to 8 minute) video to highlight a factory that has successfully transitioned to digital wage payment. The video aims to capture the factory’s experience in wage digitization. The video should cover/highlight how a garment factory plans and manages its transition to digital wage payments, addresses internal and external challenges related to the transition, and engages with women and men workers and supports them during the transition. The target audience of the video are factory management and staff, participants attending training on responsible digital wage payments, and relevant stakeholders working to promote responsible digital wages.
Activities
- Draft the video scripts in consultation with BFC’s staff
- Provide the storyboard/concepts/themes (based on the finalized script) in consultation with BFC’s staff
- Conduct interview and shooting around the factory and during pay day. Factory and interviewees (men and women workers) to be recommended and coordinated by BFC
- Subtitle video in English
- Deliver the finalized (5-8) minute video
Deliverable 2: Produce one (1) introductory video on “RESPONSIBLE WAGE DIGITIZATION IN THE GARMENT INDUSTRY in Cambodia”.
Produce an introductory (3 to 5 minute) video that introduces responsible digital wages, the status of digital wages in Cambodia’s garment industry, and key stakeholders to share views and commitments to ensure responsible wage digitization. The video should capture the benefits that digital wage payment could bring to factories, buyers, the government, and men and women workers and the importance of a responsible transition towards digital wage payment. The video is to be posted on social media and showcased in events to encourage more key stakeholders to act in support of a responsible transition to digital wages in the industry and other economic sectors that are still paying workers in cash.
Activities
- Draft the video scripts in consultation with BFC’s staff
- Provide the storyboard/concepts/themes (based on the finalized script) in consultation with BFC’s staff
- Interview key stakeholders, including ILOBFC, workers, Unions, GMAC, FSP/CMA, NBC, Brands and MLVT and more
- Relevant B-rolls
- Subtitle video in English
- Deliver the finalized (3-5) minute video
All deliverables (videos) will be delivered in HD and 4k optimized for social media and display during events, and a non-subtitle version of the video. The final products will be delivered in Khmer with English subtitles. First draft versions of deliverables will be shared with BFC at least 3 rounds of comments/feedback to work towards the final versions of the deliverables.
- Have at least 4 years of experience and excellent understanding in photography & video production
- Expertise in shooting video interviews and storytelling videos
- Expertise in video editing and video animation/effects
- Experienced in similar production works and producing videos with vulnerable groups, including women
- Equipped with high-end production equipment to produce quality videos
The work under this assignment will start from August 20th, 2022, to October 30th, 2022. This timeline can be modified through mutual agreement, but the first deliverable date should be finished no later than September 15th, 2022.
